Why Building a Custom Home in North Vancouver Is Different

North Vancouver isn't one jurisdiction — it's two. The City of North Vancouver (CNV) and the District of North Vancouver (DNV) are separate municipalities with different zoning rules, fee schedules, and permit processes. Building in Lower Lonsdale under CNV bylaws is a completely different project experience from building in Lynn Valley under DNV's Development Permit process. Many builders don't make this distinction clearly — and that creates problems when an application lands on the wrong desk.

DNV adds complexity that many Metro Vancouver builders aren't equipped for. The District's Tree Protection Bylaw is among BC's most stringent — protected trees must be surveyed by a Certified Arborist before any development permit application, and tree removal triggers replacement planting requirements that affect lot coverage. On sloped DNV lots in Seymour, Upper Lynn, and Deep Cove, a geotechnical report and drainage plan are mandatory parts of the permit package.
