Properties outside municipal water and sewer lines require well drilling ($8,000–$25,000+) and septic system installation ($15,000–$40,000+) depending on soil conditions and property size. The Agricultural Land Reserve — What Every Fraser Valley Builder Needs to Know

The ALR covers roughly 47% of Fraser Valley land. It’s administered by the Agricultural Land Commission (ALC) — a provincial body that operates entirely separately from municipal zoning. You can have municipal zoning approval and ALC rejection at the same time.

  • ALR boundaries don't follow lot lines — a single property can be partly ALR and partly non-ALR. The non-ALR portion is buildable; the ALR portion has strict restrictions that the ALC enforces separately from municipal zoning.
